Expert Group Meeting July 20th 2011 at IFRC Geneva

Purpose: To inform the drafting of the formal report on this issue to the International Conference, and to provide recommendations on required action by States, appropriate institutions and others.

9.00-9.15 Welcome: Introductions & agenda review

9.15-9.45 Presentation: Background to the International Conference and the theme of legislative advocacy including International Disaster Response Laws, Rules and Principles (IDRL) and promoting disaster risk reduction legislation

9.45-10.30 Presentation and discussion: Key findings from case study analysis and key informant interviews on regulatory barriers to meeting emergency and transitional shelter needs

11.00-12.30 Working session – regulatory barriers: Break out groups to explore –

  • Issues related to shelter (type of construction, materials, standards, habitability, cultural appropriateness, etc.)
  • Issues related to land, planning, service provision and approval procedures
  • Issues related to information, consultation, and planning durable solutions
  • Issues related to displacement, compensation and use of former assets

12.30-14.00 Lunch

14.00-15.15 Working session – emerging best practices in addressing regulatory barriers: Break out groups to explore –

  • Issues related to shelter (type of construction, materials, standards, habitability, cultural appropriateness, etc.)
  • Issues related to land, planning, service provision and approval procedures
  • Issues related to information, consultation, and planning durable solutions
  • Issues related to displacement, compensation and use of former assets
